The city of New Rome is the main conflict between Cesar Catilina, a brilliant artist in favor of a utopian future, and the greedy mayor Franklyn Cicero. Between them is Julia Cicero, her loyalty divided between her father and her beloved.

In a decaying metropolis called New Rome, Cesar Catilina is an idealist architect who is granted a license by the federal government to demolish and rebuild the city as a sustainable utopia using a new material, "megalon", which can give him the power to control space and time.
